Summary
The brilliant idea of Paul Baran of the RAND Corporation, who was born in Poland, educated in the U.S. now connects billions of computers and in the near future, not only connects all humanity, but a growing network of things and all kinds of human and technical structures and hybrid structures. Knowledge and R & D has become a major strategy of the European Union in 2001–2010 (Lisbon Strategy), but most EU countries ignored this strategy in their practice activities. In the construction of knowledge and practice, cities and regions are now becoming a very important matter, and the intelligent networking of internal and external.
