THIRD LEGISLATIVE PACKAGE ADOPTED BY THE COMMISSION AS REGULATORY DEVISES OF A STATES ELECTRICITY SECTOR

Summary

The main aim of the new energy policy is to introduce competition which should improve the efficiency, innovation and modernization of the Production of Electricity Companies as well as protecting the consumer against any abuse imposed by the monopolistic position of the industry. Citizens and companies need to secure a supply of energy at affordable prices in order to maintain our standards of living. At the same time, EU policy focuses on achieving a series of ambitious targets on greenhouse gas emissions and renewable energy. The new Directive has set a target of 20% share of energy production, to be obtained from renewable sources by 2020 and to create a true internal market for energy and to strengthen effective regulation. The most important proposals are to separate production and supply from transmission networks, to facilitate more effective national regulators, to promote greater market transparency on network operation and supply. Poland has implemented most of these regulations in the third legislative package. This article is an analysis of the series of measures adopted by the Electricity Sector in Poland.
