Streszczenie
Celem artykułu jest zaprezentowanie przykładu realizacji założeń średniookresowej strategii rozwoju kraju w zakresie kształtowania wybranych usług publicznych oraz wskazanie istotnych różnic między założeniami dokumentów poddanych pilotażowemu wdrożeniu a ich wersjami ostatecznymi. Zapewnienie wysokiej jakości usług pomocy społecznej ma gwarantować wdrożenie standardów ich wykonywania oraz stosowanie modelu organizacji pracy i usługi w jednostkach organizacyjnych pomocy społecznej. Zapisy strategii w części dotyczącej usług publicznych zakładają stworzenie systemu ich świadczenia, który uwzględnia opinie i potrzeby społeczności lokalnej. Narzędziem pomocnym w tym procesie jest wiedza płynąca z monitoringu i ewaluacji usługi. Ponadto, zakłada się podejmowanie działań, które pozwolą na wzrost efektywności świadczenia usług społecznych.

CREATING AND DEVELOPING STANDARDS OF SOCIAL SERVICES AS AN EXAMPLE OF COMPLETING SELECTED ASSUMPTIONS OF THE NATIONAL DEVELOPMENT STRATEGY
Abstract
The article presents an example of achieving the objectives of the current medium-term development strategy of the country. The activities mentioned in the article concern developing
standards of social assistance’s services. It is assumed that high quality services are going to be guaranteed by the implementation of standards of their execution as well as by application of the model of work and service’s organization in units of social assistance (i.e. county family support centers). The medium-term development strategy of the country assumes that public services should be an answer to the opinions and needs of local community. A helpful tool in this process is the knowledge that comes from monitoring and evaluation of public services. Furthermore, the strategy assumes taking actions that are going to increase the efficiency of social services.
