Streszczenie
W artykule skupiono się na jednym z kluczowych problemów ekonomii, a mianowicie nierównowadze w finansach publicznych. Artykuł składa się z części teoretycznej i empirycznej. W pierwszej z nich przedstawiono wybrane poglądy dotyczące deficytu budżetowego i długu publicznego oraz ich oddziaływania na gospodarkę. W drugiej części artykułu dokonano oceny sytuacji finansów publicznych w UE, w tym przede wszystkim państwach strefy euro. Poza tym poddano ocenie podjęte działania, głównie o charakterze instytucjonalnym, mającym na celu poprawę sytuacji w finansach publicznych w państwach wspólnoty europejskiej. Okres badawczy obejmuje lata 2007–2011. W analizie danych Eurostatu posłużono sie metodami statystycznymi
i opisowymi.

PUBLIC FINANCE CRISIS IN THE EUROPEAN UNION
Summary
The paper focuses on one of the main problems of the EU's economy which is the imbalance in public finances. The article consists of two parts: theoretical and empirical. The budget deficit as well as public debt and their impact on the economy are presented in the first part whereas the second part of this article is the assessment of the situation of public finances in the EU, including the euro area countries. In addition, the aim of this paper is to analyze the institutional changes made by the EU countries to improve their public finances. The 2007–2011 years is the research period covered in the article and the Eurostat data was analyzed with the use of statistical and descriptive research methods.
