Streszczenie
Zgodnie z założeniami liberalizacja polityki transportowej UE ma przynosić wiele korzyści. Jedne z najważniejszych to: obniżenie cen, podwyższenie jakości świadczonych usług transportowych oraz wzrost konkurencyjności w zakresie swobody wyboru formy i metody transportu. Liberalizacja obejmuje również zniesienie dyskryminujących praktyk przewoźników, zwiększenie spójności gospodarczej i przestrzennej Wspólnoty, jak również zwiększenie mobilności społecznej i w konsekwencji poprawę funkcjonowania rynku pracy. Głównym celem artykułu jest przedstawienie i ocena procesu postępu liberalizacji rynku przewozów kolejowych oraz przedstawienie autorskich wyników badania pasażerów odnośnie postrzegania i oceny świadczonych usług przez polskich przewoźników kolejowych.

LIBERALISATION OF THE EU TRANSPORT POLICY
Summary
In assumption, the liberalisation of the EU transport policy is believed to bring numerous benefits. One of the most important is the increase of transport service quality and more options regarding the choice of form and methods of transportation. This is thanks to the high number of operators competing with each other on the market, which in turn affects the price reduction. Liberalisation also involves the elimination of discriminatory practices of carriers, increase of Community’s economic and spatial cohesion, as well as the increase of social mobility and, consequently, improvement of labour market functioning flexibility. Other benefits regard progressive standardisation of equipment and transport techniques used in the Community, and the development of modern methods and technologies, including means of intelligent traffic management. The primary purpose of this study is to present and evaluate the origins and progress of liberalisation in the market of railway services, as well as to analyse its influence on the perception of Polish railway by commuters using this form of passenger transport.
