Streszczenie
W artykule przedstawiono wpływ wykorzystania funduszy unijnych na konkurencyjność gmin. Aby osiągnąć cel, dokonano analizy literatury przedmiotu, danych z Banku Danych Lokalnych i Głównego Urzędu Statystycznego, danych z Urzędu Marszałkowskiego w zakresie wykorzystania funduszy unijnych w latach 2004–2006, oraz użyto części szerszych badań obejmujących efekty wykorzystania funduszy unijnych na rzecz zrównoważonego rozwoju obszarów wiejskich w regionie zachodniopomorskim. Analizy wykazały, że bez wątpienia, realizacja inwestycji infrastrukturalnych na podstawie zewnętrznych źródeł fi nansowania, w tym funduszy strukturalnych UE, ma zasadnicze znaczenie dla konkurencyjności gmin. Gminy wykorzystują fundusze unijne do rozwoju lokalnej infrastruktury, w tym budowę dróg, kanalizacji, wodociągów lub obiektów użyteczności publicznej, takich jak: obiektyw sportowe, kulturalne, rekreacyjne, świetlice i place zabaw. Gminy realizowały najczęściej projekty infrastrukturalne, traktując je jako priorytetowe i mające największe znaczenie dla ich wszechstronnego rozwoju. Co więcej, wykorzystują one pozyskane środki na rozwój „twardych” technicznych inwestycji infrastrukturalnych oraz „miękkich” związanych z kulturą, turystyką czy sportem. Wykorzystane w ten sposób środki fi nansowe podnoszą standard życia i pracy mieszkańców, zwiększają atrakcyjność turystyczną i inwestycyjną obszaru, wpływają na utrzymanie wartości krajobrazowych i przyrodniczych, zaspokojenie potrzeb społecznych i kulturowych, rozwój tożsamości społeczności oraz zachowanie dziedzictwa kulturowego.

IMPACT OF THE USE OF EU FUNDS FOR INCREASING COMMUNITIES COMPETITIVENESS
Summary
The article presents the infl uence of the use of EU funds on the competitiveness of communities. To achieve the objective of the article the author has made analysis of the literature, data of the Local Data Bank of Central Statistical Offi ce, data from Marshal Offi ce regarding usage of EU funds in the period 2004–2006, and the part of a wider research covering the effects of the use of EU funds for sustainable development of rural areas in the Zachodniopomorskie region. The analysis have showed that undoubtedly, the implementation of infrastructure investments based on external sources of funding, including EU structural funds, is essential for the competitiveness of communities. The communities are using EU funds for development of local infrastructure, including construction of roads, sewers, waterworks or public facilities such as: sports, cultural, recreational, community centers and playgrounds. The communities often implement infrastructure projects, treating them as a priority and having the greatest importance for the comprehensive development What more, communities use the obtained funds for the development of both „hard” technical infrastructure investment and „soft” related to culture, tourism and sport. Used as fi nancial resources increase the standard of living and working conditions of its residents, increase the attractiveness of a tourist and investment area, affect the maintenance of landscape values and natural needs of social and cultural development of community identity and heritage conservation.
