Streszczenie
Rola państwa w gospodarce stanowi stale aktualny i dyskutowany problem ekonomiczny. W artykule opisano rolę państwa w skali „mikro” w odniesieniu do usług komunalnych, uzasadniając jednocześnie potrzebę znacznego zaangażowania państwa w tym obszarze. Celem artykułu obok przybliżenia podstawowych zagadnień związanych z rolą państwa w życiu społeczno-gospodarczym jest wskazanie najistotniejszych przesłanek przemawiających za podejmowaniem i utrzymywaniem przez państwo aktywności w obszarze usług komunalnych. Usługi te stanowią zbiór szczególnego rodzaju usług o fundamentalnym znaczeniu dla funkcjonowania społeczeństwa i gospodarki, posiadających znamiona usług publicznych oraz charakter użyteczności publicznej. Ich znaczenie, ranga i swoiste cechy uzasadniają potrzebę zaangażowania państwa w tym obszarze.

THE ROLE OF THE STATE IN THE COMMUNAL SERVICES. ATTEMPT TO SCRATCH THE RESEARCH PROBLEM
Abstract
The role of the state is constantly current and discussed economic problem. The article undertaken into consideration the role of the state in scale „micro” in relation to municipal services justifying the need for significant involvement of the state in this area. The aim of the article, in addition to approximations of basic issues related to the role of the state in socio-economic life is an indication of the most important reasons to making and maintaining the state of activity in the area of municipal services. Those services are a set of particular services of fundamental importance for the functioning of society and the economy, with signs of public services and public character. Their importance, significance and specific characteristic justify the need for the involvement of the state in this area.
