Streszczenie
Od momentu przystąpienia Polski do Unii Europejskiej wszystkie polskie województwa stały się benefi cjentem pomocy strukturalnej Wspólnoty Europejskiej, głównie ze środków Europejskiego Funduszu Rozwoju Regionalnego oraz Europejskiego Funduszu Społecznego. Cele związane z osiąganiem przez polskie regiony spójności społeczno-gospodarczej z lepiej rozwiniętymi regionami Unii Europejskiej, realizowane były zarówno w okresie budżetowym, obejmującym lata 2004–2006, jak również obecnie w latach 2007–2013. Głównym dokumentem, warunkującym wykorzystanie funduszy strukturalnych UE w Polsce w tym okresie są Narodowe Strategiczne Ramy Odniesienia, które defi niują podstawowe obszary wsparcia, jak również określają programy operacyjne, stanowiące narzędzia wdrażania pomocy. Jednym z takich programów jest Regionalny Program Operacyjny Województwa Zachodniopomorskiego na lata 2007–2013. Celem artykułu jest przedstawienie oraz ocena narzędzi przewidzianych w RPO WZ, które służą wsparciu zachodniopomorskich przedsiębiorstw z sektora MŚP, w szczególności mikroprzedsiębiorstw, w zakresie podnoszenia ich konkurencyjności.

SUPPORT FOR THE COMPETITIVENESS OF ENTERPRISES OPERATING IN ZACHODNIOPOMORSKIE VOIVODSHIP WITHIN THE FRAMEWORK OF REGIONAL OPERATIONAL PROGRAMME FOR THE ZACHODNIOPOMORSKIE VOIVODSHIP TO BE IMPLEMENTED DURING THE PERIOD 2007–2013
Summary
Since Poland joined the European Union all Polish voivodships have become the benefi ciaries of structural assistance from EC, mainly as part of European Regional Development Fund and European Social Fund. The objectives, among other things socio-economic cohesion between Polish regions and the developed EU regions, were being accomplished during the budget period covering the years 2004–2006 and are still to be fulfi lled, namely in the period 2007–2013. The main document determining the use of EU structural funds made available to Poland during the period under consideration is the National Strategic Reference Framework that defi nes the main support areas as well as identifi es Operational Programmes that are tools for providing help. Regional Operational Programme for the Zachodniopomorskie voivodship to be implemented during the period 2007–2013 is one of such programmes. The article is aimed at presenting and assessing instruments to be used as part of the aforementioned programme in order to support small, medium and particularly micro-enterprises operating in Zachodniopomorskie voivodship so that they could become more competitive.
