ASSESSMENT OF THE GOALS AND THEIR ACCOMPLISHMENT EFFECTS TO DATE FOR SPECIAL ECONOMIC ZONES IN POLAND

Summary
Special economic zones have been created in Poland since 1995 and their main purpose is to attract foreign direct investments to the least developed regions. Such new investments should have a signifi cant impact on the economic development of the Polish regions, by decreasing in unemployment and increasing the competitiveness of Polish economy. Despite of the evident success, which is a creation of over 140 000 new jobs, other, even more important goals haven’t been accomplished. Special economic zones haven’t been able to attract investors from high-tech industry sectors and services (in a large scale, of course). The second negative phenomenon is „privilege transfer” from zones located in regions to subzones created near large agglomerations on investors’ request.
