Streszczenie
W polskich jednostkach samorządu terytorialnego często można zauważyć spory o charakterze ambicjonalnym, zwłaszcza tam, gdzie przenikają się kompetencje różnych szczebli samorządu, bądź tam, gdzie granica pomiędzy tymi kompetencjami nie jest ostro zarysowana. Takim obszarem wydaje się być ochrona zdrowia w odniesieniu do samorządu powiatowego i wojewódzkiego. Jakkolwiek granice kompetencji są jasno określone przepisami prawa, to jednak sytuacja komplikuje się, gdy zarówno powiat, jak i województwo są właścicielami szpitali. Celem artykułu jest prezentacja możliwych rozwiązań przekształcenia szpitala, którego właścicielem jest powiat, w tym konsolidacji z jednostką, której właścicielem jest województwo pomorskie. Zapewnienie stabilności systemu pomorskiej ochrony zdrowia i bezpieczeństwa zdrowotnego mieszkańców stanowi dla władz obydwu szczebli rozwiązanie o charakterze nadrzędnym. Artykuł jest głosem w dyskusji na temat sposobów restrukturyzacji szpitali powiatowych znajdujących się w złej kondycji finansowej.

DETERMINANTS OF CHOOSING THE FORM OF THE TRANSFORMATION OF THE COUNTY HOSPITAL IN PUCK
Abstract
The Polish local government entities often can be seen as ambitiousness disputes, especially where competence of the various levels of local government are mixed, or where the boundary between these powers are not sharply defined. This area seems to be health care in relation to the district and provincial selfgovernment. Although the limits of authority are clearly defined by law, however, the situation become more complicated when both the district and province are the owners of hospitals. The aim of the article is to present possible solutions to convert the hospital, which is owned by district, including the consolidation of the unit, which is owned by Pomorskie Voivodeship. For the authorities of both levels ensuring the stability of the system Pomeranian health and safety protection residents is an overarching solution.
