EDUCATIONAL POLICY TASKS FOR STATE FUNDED FROM THE STATE BUDGET

Summary
The aim of the article is an analysis of state educational policy in terms of expenditure funded from the state budget. The tasks in the field of education in Poland are financed both from public sources and private sources. In the first case, the bulk of expenditure is carried out by local governments with the support of the state. State finances but also in a direct implementation of the educational tasks – both through the conduct of a particular type of facilities, provision for students, or grants to local government. The analysis indicates that the state has a policy of decentralization of educational tasks. In those tasks where ministers carry schools, non-public education has marginal significance. Capital expenditure on education are the result of the overall situation of the state budget and is one of the last expenditure for which a decision is made on funding, which leads to the conclusion that this type of spending a low priority compared to other expenses of state budget.
